National Radio and Television Administration Launches Special Campaign to Regulate Harmful Animated Mini Series and Short Videos

The National Radio and Television Administration (NRTA) has issued a notice announcing a special campaign to regulate harmful animated mini series and short videos online. This nationwide campaign will run until March 2026. For the first time, AIGC-generated, comic-style, and emoji-style animated mini series are included in a classified and layered review system. The goal is to strengthen pre-screening processes, remove harmful content, and regulate online distribution, creating a clean and healthy digital space for minors.

This campaign focuses on three key areas: content compliance, supervision processes, and distribution boundaries. In terms of content regulation, the focus will be on removing material that includes vulgar jokes, indecent behavior, violent counteractions, extreme revenge themes, and distorted views on relationships and marriage. Regarding compliance and supervision, the new regulations introduce strict filing requirements: starting immediately, any new animated mini series that has not undergone pre-screening and received an official number under the current guidelines will be prohibited from being published online. To address concerns over misleading content aimed at children, the campaign will conduct a comprehensive review of materials labeled as "children's animation," "cute style," "bedtime stories," or "baby food." Any content that lacks review by a child protection officer or does not display an age-appropriate label will be removed or taken offline without delay.

Infusing Artistic Spirit to Vertical Mini Series—Exploring Long-Form Drama Thinking in Sheng Xia Fen De La (Summer Rose)

From Sheng Xia Fen De La (Summer Rose), a meticulously crafted "rose," we can see the broader artistic potential of the mini series format. When a mini series begins to trust the audience's patience, it evolves beyond being merely an "emotional fast product" and develops a sense of depth and reflection. This demonstrates that the idea of "combining long and short formats" is not simply about  altering episode length or pacing; it is about a profound exchange of creative ideas and a recovery of narrative patience. In fact, the fusion of long and short formats represents not only a creative collaboration but also a mutual learning process within the industry.

Whether through its slower storytelling rhythm or its more refined visual language, Sheng Xia Fen De La clearly expresses a strong intention to learn from traditional long-form dramas. While staying true to the basic aesthetics of vertical mini series, it successfully integrates long-form storytelling techniques. Rather than attempting to instantly captivate the audience, the series takes its time to explore the characters' inner emotions, using everyday details to highlight their differences. This approach not only helps the characters break free from being symbolic or one-dimensional but also makes the romantic beauty of love feel more authentic and touching.
